<p><strong>ABOUT NORTHEAST OHIO COMMUNITY ALTERNATIVE PROGRAM (NEOCAP)</strong></p> <p>Located in Warren, Ohio, the Northeast Ohio Community Alternative Program (NEOCAP) is a <strong>community-based corrections facility</strong> operated by the Ohio Department of Corrections (DOC). It houses adults who are convicted of crimes under Ohio state law. </p> <p>Certified by the Ohio Department of Mental Health and Addictions Services (OMHAS), the facility provides <strong>residential substance abuse treatment to inmates</strong> so they may address their addiction and become stable, productive members of society oncre releases. The program serves Ashtabula, Geauga, Lake, Portage, and Trumbull Counties. Within Ohio, NEOCAP is among the <a href="https://wwwdasis.samhsa.gov/webt/state_data/OH17.pdf" target="_blank">35.7 percent of treatment facilities</a> to treat criminal justice clients. .</p> <p><strong>TREATMENT & ASSESSMENT</strong></p> <p>Each resident undergoes a series of assessments to receive an individualized plan. Treatment typically <strong>lasts four to six months</strong> and is divided into <strong>four phases</strong>. Through role play and other <strong>cognitive behavioral techniques (CBT)</strong> used during group therapy, clients work on skill-building and cognitive restructuring designed to change the thoughts that influence negative behaviors. </p> <p>Other group topics include <strong>anger management</strong>, aggression replacement training, problem solving, life management skills, and <strong>relapse prevention</strong>. Residents with a history of mental health disorders may participate in NEOCAP's Mental Health Services program.</p> <p>Participants are required to perform <strong>community service</strong> and must complete the vocational development program before they are released. They also may attend <strong>in-house Alcoholics Anonymous (AA) and Narcotics Anonymous (NA) groups</strong>.</p> <p>NEOCAP works with the Trumbull County Career and Technical Center to offer clients an <strong>Adult Basic and Literacy Education (ABLE) program</strong>. Applicable clients may take the test for a General Equivalency Diploma (GED) once they reach the required education level.</p> <p><strong>STAFF CREDENTIALS</strong></p> <p>NEOCAP's treatment team includes case managers, treatment specialists, and program specialists. According to the facility’s website, “staff have appropriate education, training, and certifications to accomplish NEOCAP’s mission,” such as masters/bachelor/associate degrees including masters of addiction counseling, chemical dependency counseling certification, and social work licenses. </p> <p><strong>ACCOMMODATIONS & AMENITIES</strong></p> <p>NEOCAP has <strong>three gender-specific residences for clients</strong>: Red House for females and the Blue House and White House for men. Each facility is overseen by a program staff who coordinate efforts. All visitors must complete NEOCAP’s Visitor’s Orientation Class and receive approval from the facility. Structured visitations occur on Saturday and Sunday at specified times; residents may have one 45-minute visit per weekend by two visitors at a time. </p> <p><strong>WHAT ALUMNI SAY</strong></p> <p>Rehabs.com has yet to receive alumni feedback. However, NEOCAP received <strong>mixed coverage</strong> on secondary sites to date. The program received an average rating of <strong>3.1 out of five stars</strong> based on 20 reviews on the facility’s unofficial Facebook page and two one-star ratings on Google. {^1] <small class="footnote"><a target="_blank" href="#footnote-2"><sup>[2]</sup></a></small> Offering polarizing opinions, 10 reviewers awarded perfect five stars, one assigned two out of five stars, and the remaining 10 rated it one star.</p> <p>Those on the five-star side reported success – they achieved their goal of sobriety – however a few still reported <strong>unclean conditions and stringent rules</strong>. One alum, Mike C., noted he was filing a federal class action lawsuit against the facility. Nevertheless, Corinna wrote on Facebook: “I think neocap is great although I didn’t like being there it made me realize what’s important in life n how to make better decisions.” </p> <p><strong>WHAT FRIENDS & FAMILY SAY</strong></p> <p>A family member polled by Rehabs.com at the time of this writing, whose brother attended NEOCAP, submitted a moderately favorable review.
