<p><strong>ABOUT LOOKOUT MOUNTAIN YOUTH SERVICES CENTER</strong></p> <p>Lookout Mountain Youth Services Center (LMYSC) is an intensive <strong>secure treatment program for high-risk juvenile males.</strong> This is one of the only <a href="https://wwwdasis.samhsa.gov/webt/state_data/CO16.pdf" target="_blank">140 (35.1 percent)</a> treatment facilities with <strong><a href="https://www.recovery.org/pro/articles/is-my-child-just-experimenting/" target="_blank">adolescent-focused programming</a></strong> in the state. All residents are referred by the District Court to LMYSC, which is under the control of the Department of Youth Services (DYS). </p> <p>Residents live at the facility under secured conditions. "The classes and recovery are the best I have been to," the anonymous reviewer wrote, despite adding that the staff could at times be "power happy." "Youths locked up in Colorado’s juvenile corrections system are isolated for hours in tiny, barren rooms, wrapped in full-body straitjackets, and subdued with 'knee strikes' and other pain-compliance techniques that have ended with rug burns, according to a detailed investigation released Thursday," the article read, before continuing: "Division of Youth Corrections director Anders Jacobson called the report 'inflammatory' and said he already is taking steps to cut back on use of force and seclusion." The article also noted that DYS had one staff person per 11 youths — fewer staff than the federal requirement of one staff member per eight youth. </p> <p>In May 2017, <a href="http://www.denverpost.com/2017/05/11/reform-division-of-youth-corrections/" target="_blank">the Denver Post reported</a> that the state legislature had passed a bill calling for "wide-ranging reform within Colorado’s 10 youth corrections centers," including an independent review of the centers.
